Jessica Spears Voltolini is a senior counsel in Ice Miller’s Public Affairs Group. Jessica’s extensive public policy and legislative experience uniquely positions her to help clients navigate their public affairs needs.

Prior to joining Ice Miller, Jessica served as the education and workforce legislative liaison for the Office of Ohio Governor John R. Kasich. In this role, she was the administration’s advocate regarding early childhood education, K-12 education, higher education and workforce development. She served as a liaison between the Governor’s education policy team, cabinet directors and the Ohio general assembly.

Jessica also served as in-house counsel for the Ohio Tuition Trust Authority where she managed government relations for Ohio’s CollegeAdvantage 529 Savings Program and provided legal advice and legislative recommendations on all matters related to federal and state laws governing college savings plans.

Throughout her career, Jessica has supported legal and legislative efforts for education through her work with the Ohio School Boards Association, the Ohio Alliance for Public Charter Schools and the Ohio Department of Education. While at the Ohio Department of Education, Jessica served as Director of the Office of Policy and Legislative Affairs. In this senior leadership role, she monitored, developed and advanced public policy and legislative priorities to support the department’s Pre K-12 education strategic plan. She served as advisor on government relations and relevant education related state and federal legislation.

Jessica earned her juris doctor from Capital University Law School. She is admitted to practice law in the state of Ohio and before the Supreme Court of Ohio and the United States District Court for the Southern District of Ohio.
